The Advisory Commission on Electronic Commerce, headed by Governor James Gilmore, was created by Congress and tasked
with producing recommendations on e-Commerce and tax policy. Their report can be found here:
A Mackinac Center Report, by Lawrence W. Reed, that provides an analysis of arguments for and against taxation of Internet
consumers and recommedations to keep the “cyber-economy” growing.
The Department of Commerce held a public conference was held on May 25 and 26, 1999, to review research on
implications of the digital economy and examine the agenda for future research, including the need for and
possible sources of new data, indicators, and tools.
